The Republic of Kazakhstan is preparing to establish the Ministry of Artificial Intelligence and Digital Development

In his latest Address to the People of Kazakhstan, President Kassym-Jomart Tokayev outlined a number of socio-economic policy priorities, including technological modernisation. Among other things, he proposed the creation of the Ministry of Artificial Intelligence and Digital Development — based on the existing specialised authority. An accelerated adoption of the Digital Code has also been announced, which is intended to define the key directions of digitalisation.

Previously

Digitalisation was regulated by the existing specialised ministry, without a separate institution responsible for artificial intelligence (AI), the platform economy and big data.

Now

President Kassym-Jomart Tokayev has proposed the creation of a new Ministry of Artificial Intelligence and Digital Development. It will be responsible for modernising the economy through AI and digital technologies. An accelerated adoption of the Digital Code has also been announced — a key regulatory act intended to define the directions of digitalisation.

Conclusions

  • A large-scale reform of public administration is expected, with an emphasis on transparency and efficiency.
  • The Digital Code may become the foundation for the regulation of AI, data, platforms and digital rights.
  • Businesses and law firms will need to adapt to new requirements, including compliance in the field of AI and digital solutions.
  • The role of IT lawyers, data governance specialists and digital law professionals will increase.
