Kazakhstan’s Embassies and Consulates Suspend Issuance of Individual Identification Numbers to Non-Residents

As of 1 January 2025, Kazakhstan's diplomatic missions abroad have ceased issuing Individual Identification Numbers (IIN) to foreign nationals.

Previously, in 2024, a pilot project was implemented in cooperation with the Ministry of Foreign Affairs, the Ministry of Internal Affairs, and the Ministry of Digital Development, Innovations, and Aerospace Industry. Under this initiative, foreign nationals were able to obtain an IIN at 96 embassies and consulates of Kazakhstan abroad.

Although a draft regulatory legal act proposing the extension of this service until December 2025 was published in December 2024, it has not yet come into effect. As a result, IINs can now only be obtained at public service centres within the territory of the Republic of Kazakhstan.

The IIN is a unique identification number required for accessing various state and banking services. For example, it is essential for opening a legal entity, creating a bank account, or accessing other administrative services.

Foreign nationals planning to obtain an IIN are advised to plan a visit to Kazakhstan in advance and prepare the necessary documents for submission at public service centres.
